Selling Pharmaceuticals in Armenia: How to Start a Wholesale Pharmaceutical Business

Selling Pharmaceuticals in Armenia: How to Start a Wholesale Pharmaceutical Business

What Qualifies as Wholesale Pharmaceutical Distribution in Armenia?

Under Armenian pharmaceutical legislation, wholesale pharmaceutical distribution refers to the acquisition, import, or export of pharmaceuticals by a licensed supplier from a pharmaceutical manufacturer, a certificate of registration holder, or other licensed suppliers. It also includes the storage and distribution of pharmaceuticals.

From this definition, it is clear that any entity intending to import pharmaceuticals into Armenia must obtain a license. However, there is an important exception:

  • Distribution to end consumers does not fall under wholesale pharmaceutical distribution. Businesses intending to sell pharmaceuticals directly to consumers must obtain a separate retail license.

What Licenses and Permits Are Required to Start a Wholesale Pharmaceutical Business in Armenia?

Armenian pharmaceutical law establishes two key regulatory requirements for operating a wholesale pharmaceutical business:

  1. Wholesale Pharmaceutical Distribution License
  2. Good Distribution Practice (GDP) Compliance Certificate

These are separate regulatory procedures and must be obtained independently. Notably, a business must first obtain a Wholesale Pharmaceutical Distribution License before applying for the GDP Compliance Certificate.

What Are the Requirements for Obtaining a Wholesale Pharmaceutical Distribution License?

To receive a Wholesale Pharmaceutical Distribution License, businesses must comply with Armenia’s licensing laws, which set requirements in three key areas:

  • Premises Requirements – The business must have suitable facilities that meet pharmaceutical storage and safety standards.
  • Qualified Experts – The company must employ pharmaceutical professionals who meet Armenian regulatory qualifications.
  • Regulatory Compliance Inspection – Before applying for a license, businesses must undergo an inspection to verify compliance with facility and expert requirements.

The entire licensing process typically takes between 2 to 4 months, assuming all required documents are prepared and submitted correctly.

What Are the Penalties for Non-Compliance with Armenian Pharmaceutical Licensing Regulations?

Operating a wholesale pharmaceutical business without the required licenses in Armenia can result in severe legal consequences, including:

  • Administrative Liability – Fines of up to $3,000 USD for operating without a license.
  • Criminal Liability – If unlicensed operations result in significant financial damage, individuals may face imprisonment for up to 5 years.

Conclusion

Starting a wholesale pharmaceutical business in Armenia requires compliance with strict licensing and regulatory standards. Businesses must secure a Wholesale Pharmaceutical Distribution License and GDP Compliance Certificate to operate legally. Non-compliance can lead to substantial financial penalties and criminal liability.
