Obtaining a permanent residence permit in Armenia provides foreign nationals with the right to live in Armenia long‑term (5 years) and access many of the same civil rights as citizens, excluding political rights.

1. Types of Residence Permits in Armenia: Temporary, Permanent & Special Residency

Armenia offers three types of residence permits for foreign nationals: temporary, permanent, and special residency. Each status comes with different validity periods and rights, depending on your personal circumstances, ties to Armenia, and long-term plans. Understanding the differences between these residency types is essential for choosing the correct legal pathway, as each status comes with specific rights and requirements. 2. Who Is Eligible for Permanent Residence in Armenia?

To qualify for a permanent resident card in Armenia, a foreign national must meet one or more of the following grounds:

2.1 Permanent Residence in Armenia Through Family or Marriage

Foreigners who are the spouse or close relative of an Armenian citizen or of a foreign national holding a special passport may qualify if they:

  • Have adequate means of accommodation or property in Armenia.
  • Have lawfully resided in Armenia for at least three years prior to the application. 

2.2 Permanent Residency in Armenia Through Business or Investment Activity

Foreign nationals engaged in entrepreneurial activity in Armenia (e.g., owning or operating a registered business) may qualify for permanent residence based on economic contribution. 

2.3 Permanent Residence in Armenia for Ethnic Armenians (By Descent)

Foreigners who are ethnic Armenians (of Armenian origin) also qualify for permanent residency, even without prior temporary residency, provided they can establish their heritage. The law treats Armenian descent as a valid basis for residency.

3. How Long Is an Armenian Permanent Resident Card Valid?

A Permanent Resident Card is issued with a five-year validity period. It can be extended by five more years.

To extend the Permanent Resident Card, the applicant must apply at least 30 days before the Permanent Resident Card expires.

4. Required Documents for Armenia Permanent Residence Application

When applying for a permanent resident card, applicants must submit the following with their application:

  • Completed Application Form – prescribed format.
  • Photographs – three color photos, 35 x 45 mm.
  • Passport – valid passport, copy, and notarized Armenian translation.
  • Proof of Grounds for Residency – documents demonstrating eligibility (e.g., marriage certificate, proof of Armenian descent, business registration, accommodation proof, evidence of lawful stay).
  • Medical Certificate.
  • Receipt of State Fee Payment.

Applications are submitted to the Migration and Citizenship Service of the Ministry of Internal Affairs or comparable regional Passport and Visa Departments in Armenia.

5. Processing Time and Fees for Permanent Residence in Armenia

  • Processing time: Applications are typically processed within 30 days of submission.
  • State fee for permanent resident card (5 years): AMD 140,000 (or a reduced rate for U.S. citizens under reciprocity rules).

6. How to Renew Your Armenian Permanent Resident Card

As mentioned above, a permanent resident card in Armenia is valid for five years and may be renewed for an additional five years.

Key points about renewal:

  • Timing: You must apply to renew at least 30 days before the current card expires.
  • Renewal requires submission of updated documents demonstrating continued eligibility (e.g., proof of residence and means of subsistence, family relationship, or ongoing business activity).
  • Failure to apply on time may threaten your residency status and result in administrative complications.

7. Tips for Applying for Permanent Residence in Armenia Successfully

  • Prepare Documents Early: Translating and notarizing foreign documents into Armenian can take time; complete this well in advance. 
  • Demonstrate Continuous Residence: For family-based and long-term categories, proving continuous legal residence in Armenia strengthens your application. 
  • Plan Ahead for Renewal: Start the renewal process months before expiration to avoid gaps in legal status.
