How to Hire a Foreign Employee in Armenia: Employer Process Step-by-Step
1. Employer Registration on Workpermit.am
Workpermit.am is the official electronic platform through which employers apply for work permits and complete the foreign worker hiring process in Armenia.
Employers with an Armenian ID
Employers whose executive holds an Armenian ID card may register online by completing the electronic identification process and providing:
- Employer Tax Identification Number (TIN)
- Email address
- Phone number
- Password
The platform automatically verifies the employer’s information with the State Revenue Committee, and the registration is activated via a confirmation email.
Companies Managed by a Foreign Executive
Where the company’s executive is a foreign national without an Armenian ID card, registration must be completed in person at the Migration Service.
The following information and documents are required:
- Passport and proof of lawful stay in Armenia
- Public Service Number (PSN)
- Employer Tax Identification Number (TIN)
- Company’s registered address
- Official company email address
- Executive’s phone number
After the Migration Service creates the employer’s account, the registration is completed through the confirmation email sent to the designated email address.
2. Vacancy Announcement and Labor Market Test
Before employing a foreign national, the employer must generally demonstrate that the position cannot be filled by a suitable Armenian candidate.
The process begins with the submission of an application through the Workpermit.am platform. The vacancy is then published, specifying the job requirements, and the Ministry of Labor and Social Affairs conducts the labor market test.
If no qualified local candidate is identified, the Ministry authorizes the employment of the foreign national. The employer then completes the employee’s personal information in the system, after which the foreign national receives an email notification regarding the temporary residence application based on employment.

3. Labor Market Assessment for Foreign Employment in Armenia
When reviewing a work permit application, Armenian authorities assess overall labor market conditions, including demand for the relevant profession, the availability of qualified local candidate, and broader employment trends.
Priority is given to Armenian candidates. If no suitable local applicant is identified during the assessment period, the employer may proceed with hiring a foreign national.

7. Employer and Employee Obligations After Work Permit Approval
Following the issuance of a work permit, both the employer and the foreign employee must comply with the established legal requirements.
The employee is required to commence work on the date specified in the employment contract. Failure to start employment without a justified reason may result in termination of the permit.
A work permit may be subject to revocation in the following cases:
- if it was obtained on the basis of false or fraudulent information;
- if an employment contract is not concluded within one month of approval;
